Description: The user before battle places one scroll in a large body of water and carries an exact copy of the first scroll. The user is now able to summon as much water as capable by the body of water were the first scroll is. (Kai keeps his in the middle of the sea near the village). The jutsu only uses the same amount of chakra that a weapon summon would use. The jutsu allows for ninja with water based attacks to fight at full strength even if there are no bodies of water nearby without wasting so much chakra creating it with other jutsus. So in short it creates like a pipeline from one scroll to another and you control the flow with different signs like you twisting the nob of the shower. (pm me if this is still unclear)
